External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Global Practices and leads the management of reputation risk. 

About the External and Corporate Relations – Global Corporate Services (GCS) Team

In the context of the World Bank’s broad development agenda, with nearly 400 staff and over 2000 contractors, the Global Corporate Services (GCS) department, under the supervision of the Managing Director and WBG Chief Administrative Office (MDCAO), brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services. It also houses the Emergency Management Team (EMT) secretariat and ensures the strategic management and coordination of sustainability initiatives in the World Bank’s portfolio. The Department also provides administrative support and oversight to the World Bank Family Network, the World Bank Group Staff Association, and the 1818 Society, and is responsible for setting the policy framework and service standards, and for delivering services through a combination of staff and vendors at HQ and in Country Offices. 
 
GCS is seeking a Senior External Affairs Officer with demonstrated experience to support the department and the wider GCS team. The ideal candidate is a talented and collaborative communications professional who understands the stakeholder and partner landscape and can effectively collaborate with other team members to develop various communication products that meet specific strategic needs of the VPU.
 
This position will report to Mercy Niwe, Advisor of External Corporate Relations Internal Comms and Business Partners (ECRIB) and, with a dotted line to Jorge Dajani, Director of GCS. The duties and responsibilities include, but are not limited to:  

Responsibilities

Duties and Accountabilities:

As GCS Communications team lead, the Senior External Affairs Officer will drive the implementation of overall communications and strategy that supports the GCS agenda. They will work across the department to ensure clear, consistent, and coordinated messaging. 

Responsibilities:

•Help identify, design, develop and execute a communications strategy and work program to support the business strategy and corporate role of all the units across GCS, ensuring their alignment with WBG corporate communications priorities.

•Define priority areas in collaboration with the GCS management and front office teams and works across the VPU and WBG to deliver on these priority areas, including through outreach and building new partnerships to support new joint initiatives with other VPUs.

•Help build consensus among senior communications staff across WBG and ECR on GCS-related issues to ensure a consistent institutional position on high-profile topics.

•Help position the WBG’s GCS work by supporting GCS communications for cross-cutting initiatives and special projects, including World Bank Family Network, the World Bank Group Staff Association, and the 1818 Society. 

•Support the development of a GCS strategy, including for decentralization, creation and maintenance of areas of specialty and expertise, and ensuring that GCS strategy is effectively organized, communicated and monitored.
 
•Support internal communications in collaboration with Knowledge Management teams for monthly updates, BBLs, Townhalls and other staff engagement initiatives.  

•Assist in the preparation and implementation of clear and consistent messaging relating to the foregoing, including in conferences, speaking events, publications, learning, etc., and sharing with GCS staff key messages and talking points prepared by ECR.  

•Work as part of the ECRBP team and wider ECRCC team to share knowledge, collaborate on joint initiatives, and align on messaging and corporate communications priorities.

•Develop and/or oversee development of a range of communications products, including but not limited to presentations, kiosk announcements, brochures, and content for internal and external GCS webpages, ensuring consistency with World Bank Group style guides and strategic communication priorities.
 
•From wider ECR collaboration, advises GCS management and/or teams on trends, news developments, or changing circumstances that may impact the VPU and its work, determining or adjusting appropriate strategic communications responses as needed. 

•Liaise across GCS, ECR, and other WBG teams, as needed, for clearances, messaging, and content product development to support organizational communications efforts.  

•Support efforts to monitor reputational and other risks and develop risk mitigation strategies. 

Selection Criteria

The successful candidate will combine a background and experience in the areas of employee engagement, corporate communications and/or public affairs, with strong technical skills writing/editing, project management, communications strategy development, and impact measurement.  He/she will have:

•A Master’s degree in Communications or related field with at least 8 years of experience, or equivalent combination of education and professional experience

•Strong writing and editing skills (required)

•Strong interpersonal and negotiating skills. Prior supervisory experience helpful.  

•Project Management experience; ability to managing multiple priorities and project timelines 

•Solid knowledge of communications approaches, tools and methodologies for planning, executing and monitoring communications strategies. 

•Strategic thinking, ability to manage complexity and advocate effectively with key stakeholders.

•Client Relationship Building and Management skills – diplomacy, listening, influencing

•Strong understanding of reputational risks that can affect the institution’s ability to deliver.

•Trusted advisor to senior leadership, providing counsel on how to build political and financial support for the institution’s priorities and engage stakeholders, including employees

•Ability to assemble and develop high-performing, multi-disciplinary teams that can plan and deliver results across boundaries

•Intelligence and insight from networks and relationships (inside and out) to provide relevant perspectives to leaders

•Focus on measuring activity based on delivering outcomes that are aligned with the institution’s strategic priorities
