Arlington County’s award-winning Human Resources Department (HRD) is seeking a dynamic and motivated Labor Relations Analyst to provide critical human resource support in analyzing compensation and budget scenarios for contract negotiations. Additionally, this position will also assist County leadership with a wide range of administrative proceedings and processes to resolve conflicts and address complaints for unionized employees.

 

Responsibilities

Specific duties include: 

  • Developing and analyzing alternatives/options for consideration during the preparation and contract negotiation stages (includes developing multi-year cost projections);
  • Providing guidance to supervisors on compliance with labor agreements and personnel regulations; 
  • Managing and ensuring key negotiated terms, particularly as they relate to pay, are properly executed, tracked, and audited; and assisting with other labor relations-related projects and requests; and 
  • Working with the Senior Labor Relations Manager to develop training, online content, and filing systems. 

The ideal candidate for this role will be able to build productive relationships with a variety of stakeholders, have strong analytical and problem-solving skills, and possess economic package analysis experience as well as a broad knowledge of total compensation principles.

Qualifications

Minimum: 

  • Bachelor’s degree in Human Resources, Employment and Labor Law, Public or Business Administration, or related field; plus
  • Considerable experience in employee relations, labor relations, collective bargaining, compensation, fiscal analysis, and/or Human Resource Management.

 

Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.

 

Desirable: Preference may be given to candidates with one or more of the following:
 

  • Master’s Degree in Human Resources, Employment and Labor Law, Public or Business Administration, or related field;
  • Experience serving as a Labor Relations Specialist or similar role within a Local, State, Federal, or other government relations environment;
  • Experience providing compensation analysis, benchmarking, and budget formation, including the development of multi-year cost projections; and/or
  • Experience navigating contract negotiations with Unions.

 

Special Requirements

Background Check: A pre-employment criminal records check will be conducted.  It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
 
Cover Letter: A complete application will include an attached cover letter and resume highlighting how your background has prepared you for a position within labor relations. Be sure to detail your experience serving as a Labor Relations Specialist or a similar role within a Local, State, Federal or Public/Private environment, your employee relations experience in an environment with a formalized dispute resolution and/or grievance process, as well as your experience providing compensation analysis, benchmarking, and budget information, including the development of multi-year cost projections. A cover letter may also be typed in the Supplemental Questionnaire section of the application. 

 

Additional Information 

Work Hours: This position may be filled on a full-time or part-time (up to 35 hours per week) basis. Monday through Friday between 8:00 a.m. to 5:00 p.m. with telework opportunities upon prior approval of the supervisor.

This position is part of a broad band, competency-based pay pilot, and may be filled at any level  within the established broad band depending on qualifications. Entry salary within the band is based on a review of qualifications and experience with preference given to applicants with course work, internships and/or experience related to job evaluation and classification, interpretation and application of FLSA regulations, analysis of compensation statistics and the development of compensation policy to resolve pay issues.
