The Human Resource Compliance Manager is responsible for ensuring comprehensive compliance with all relevant laws, regulations, and organizational policies pertaining to human resources within an early childhood education organization. This role requires expertise in compliance areas including Paycom, OMB-Uniform Guidance, Head Start Act, NC Department of Labor regulations, Fair Labor Standards Act, and other applicable statutes. The HR Compliance Manager will collaborate closely with the Chief Financial Officer (CFO) to develop protocols, policies, and oversight mechanisms across all HR compliance areas. Additionally, this position will oversee internal auditing processes and manage workers’ compensation and the 403(b) retirement audit under ERISA guidelines.

Key Responsibilities:

  • Develop, implement, and maintain HR compliance policies and procedures in alignment with federal, state, and local regulations, as well as organizational objectives.
  • Stay abreast of changes in HR laws and regulations, ensuring continuous organizational compliance.
  • Collaborate with the CFO to conduct internal audits and ensure adherence to established compliance protocols.
  • Manage employee records within the Paycom HRIS that will include but not be limited to benefits, time-off management, payroll assistance, COBRA, FMLA, ACA, Work Comp, personnel changes, discipline, terminations, employment, compensation structure, wage studies, taxes, and garnishments.
  • Become a liaison with Paycom to manage various modules as it relates to upkeep, setup, functional roll-outs, and protocols.
  • Manage workers’ compensation programs, including claims management, reporting, and compliance.
  • Coordinate the annual audit of the organization’s 403(b) retirement plan under ERISA guidelines.
  • Serve as a subject matter expert and advisor to Executive leadership and management on compliance-related matters.
  • Assist with employee orientation to ensure compliance
  • Conduct regular audits and assessments to identify areas of non-compliance and develop corrective action plans.
  • Provide training and guidance to employees and managers on HR compliance issues and best practices.
  • Ensure accurate record-keeping and documentation of all HR compliance activities.

Qualifications
  • Bachelor’s degree in Human Resources; Master’s degree preferred.
  • 5+ years of progressive experience in HR compliance roles, preferably within non-profit or educational organizations.
  • Thorough knowledge of Paycom, OMB-Uniform Guidance, Head Start Act, NC Department of Labor regulations, Fair Labor Standards Act, and other relevant laws and regulations.
  • Proficiency in conducting internal audits and managing compliance programs.
  • Experience with managing workers’ compensation programs and familiarity with ERISA regulations related to 403(b) retirement plans.
  • Strong analytical skills and the ability to interpret complex regulations and apply them to organizational policies and practices.
  • Excellent communication skills with the ability to effectively collaborate with diverse stakeholders and provide training and guidance on compliance matters.
  • HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) preferred.

Compensation Range:  $60,000 – $70,000.  $500 hiring bonus following successful completion of 90 days of employment document by performance evaluation.
