Summary
This position performs revenue, accounting, and general financial analysis for the department. Work involves analyzing fiscal data; providing fiscal information to various levels of management; auditing for compliance; and providing training and guidance on financial processes and policies. This position performs moderate to advanced analytical tasks and supervises a budget and financial analyst.

Major Duties and Responsibilities
Development and monitoring of the department’s annual revenue projections.
Review and calculate rates and fees for the utility. 
Annually updating and improving a variety of cost allocation plans and performing activity-based costing analysis as necessary. 
Annual financial reporting activities in support of Citywide ACFR development, GASB compliance, SEC filing, and various internally disseminated financial reports. 
Supervises the department’s Capital Assets and Grants Budget and Finance Analyst.
Ensure timely and accurate accounting of department assets (fixed, rolling stock, intangible, donated, etc.) in accordance with prevailing policies and financial systems. 
Identifies opportunities for adjustments and improvements to the Charlotte Water Revenue Manual.
Administers department revenue contracts.
Performs informal, internal audits of financial and related areas.
Collaborating with stakeholders in City departments and within Charlotte Water to solve problems, develop processes/procedures, and leverage team resources. 
Process transactions in the financial system as required.
Ensures historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
Represents the interests of the department’s financial areas in various committees.
Provides training in support of financial related activities/processes.
Performs other related job duties as assigned with professionalism and tact.

Knowledge, Skills & Abilities
Knowledge of the principles and practices of governmental accounting and fund accounting systems. 
Knowledge of how to compile, interpret, and investigate statistical compilations and variances.
Knowledge of ERP Systems (Munis, Workday), Microsoft Office products, SharePoint, and Financial/HR Software (Clarity, Concur, Peoplesoft).
Skill with navigating nebulous situations and offering a vision, clarity, and focus.
Skill with handling sensitive personnel matters
Skill with implementing GASB statements.
Skill in communicating in written, one-on-one, small group, and presentation situations.
Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.
Skill in using Microsoft Excel.
Skill in interpersonal communication.
Skill in providing customer service.
Ability to bring leadership to interactions with direct report and stakeholders. 
Ability to execute routine job duties with minimal supervision and navigate assignment challenges with critical thinking.  
Ability to establish and maintain effective working relationships.
Ability to facilitate meetings, listen actively, and persuade others to accept recommendations.
Ability to research, obtain, and provide information with accuracy and clarity.

Preferred Qualification
Bachelor’s degree in business administration, accounting, public administration, or a closely related field from an accredited school and three (3) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting, or two years and a master’s degree in business administration, accounting, public administration, or a closely related field from an accredited school.
Certified Public Accountant (CPA) or Certified Management Accountant (CMA).

Minimum Qualifications
High School Graduate or Equivalent
Seven (7) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting .
OR
 
2 Year College Degree in business administration or accounting
Five (5) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting .
OR
 
Bachelor’s Level Degree in business administration, accounting, public administration, or a closely related field from an accredited school.
Three (3) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting .
 
OR
 
Master’s Level Degree in business administration, accounting, public administration, or a closely related field from an accredited school
One (1) year of related work experience professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting .

Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
