Job Summary
*Hybrd-Incumbent must work a percentage of each week in the Omaha, NE or Fargo, ND office.*
We are seeking a highly motivated and experienced Internal Controls Manager that will direct programs to ensure the Associations are in compliance with Farm Credit Administration (FCA) regulations regarding Internal Control over Financial Reporting (ICFR). Act as the primary point of contact between the Associations and internal/external auditors and coordinate samplings and documentation requests. Work with process and control owners to identify process deficiencies and appropriate updates to controls. Track progress and work with process and control owners to ensure timely remediation. Stay abreast of changes in regulations (FCA and GAAP) and research, write and update accounting memos as needed
Essential Duties & Responsibilities
- Responsible for all aspects of ensuring accuracy of documentation, business processes, and information technology programs relevant to external financial reporting of compliance with FCA regulations and SOX sections 302 and 404.
- Lead the risk assessment process, guiding process and control owners in the development, documentation and updating of internal control design and effectiveness. Assess new processes or changes to existing processes for risks. Identify, develop and document control gap issues, providing recommendations and designing controls for improvement.
- Execute all engagements in a collaborative manner, maintaining effective communication with the business owner, leadership, and co-sourcing partners.
- Develop and implement strategies for all activities relating to compliance with FCA regulations and SOX, including reporting requirements.
- Identify process deficiencies and areas for improvement. Perform or delegate follow up procedures on identified deficiencies to determine that appropriate remediation has been made. Responsible for reporting of deficiencies to Funding Banks and external auditors.
- Serve as liaison between Association team members and external auditors.
- Develop and conduct SOX compliance training for applicable teammates to ensure they understand their roles and responsibilities related to internal control.
- Assist Controllers and Financial Reporting teams in staying abreast of regulatory and accounting guidance updates and changes and subsequent documentation, as well as new association products and their subsequent effect on the internal control framework.
- Maintain a current status of developments related to matters of interest to the accounting profession such as evolving internal control practices, and pronouncements by the FASB, IIA, FCA, PCAOB, COSO and other regulatory bodies.
Education Requirements
- Bachelors degree in Accounting, Finance or Business.
Years of Experience
- 6+ years of advanced accounting experience and advanced audit experience including a SOX/ICFR focus.
