    Summary:
    The Chief Human Resources Officer/Deputy Superintendent is responsible for developing the vision, mission, goals and objectives for human resources in collaboration with other District leaders to ensure that the District recruits, maintains, and develops a high quality workforce that can manage ongoing change successfully while meeting the diverse needs of students, parents and the community. 
    The Chief Human Resources Officer/Deputy Superintendent performs a variety of supervisory and administrative tasks in directing and carrying out the District policies and procedures including a wide variety of human resources programs and activities.

     

    Qualifications:

     

    • Doctorate in Education preferred or Juris Doctorate or Master’s Degree in a related field, such as Human Resources, Industrial Psychology, etc.
    • Superintendent Endorsement.
    • Illinois Professional Education License with General Administrator Endorsement.
    • At least 5 years successful experience in human resources management or comparable administrative position, with responsibilities including hiring, recruitment, performance evaluation, discharge, professional development, policy development, etc.
    • Familiarity with state and federal laws relating to employment, labor and personnel issues.
    • Experience negotiating, administering and interpreting collective bargaining agreements and personnel policies.
    • pHCLE preferred.

     

    Essential Functions:

    • Assumes the essential functions of the Superintendent’s role in their absence.
    • Assumes a leadership role in the Superintendent’s cabinet and assists with long range planning.
    • Creates and executes the plan for human resource and organizational development in alignment with the District mission and the District goals.
    • Prepare and deliver written and oral presentations on personnel recruitment and management issues to the Board of Education, principals, teachers, parents, and community groups; attend regular meetings of the Board; lead administration meetings; and attend other related meetings.
    • Serves as the District’s Title IX Coordinator, Record Custodian, Sexual Harassment, Hearing Compliance Officer and FOIA Officer.
    • Serves as a member of the District’s Salary Committees.
    • Assists in the preparation of the District’s Annual Operating Budget.
    • Assists the Superintendent with policy review and oversight. 
    • Supervises the District’s Continuing Education and Student Assistance Programs.
    • Facilitates the Calendar Committee, Professional Advancement Review Committee, Performance Evaluation Review Act Committee, Stipend Review Advisory Committee, and other committees as assigned by the Superintendent. 
    • Serves as chief spokesman for the meet and confer sessions with classified employee groups. 
    • Assist with the updating, revising, and creating of policies and administrative regulations.
    • Directs the planning, development, coordination, operations and evaluation of the human resources department including establishing department goals and objectives.
    • Develops and administers various human resource activities and programs such as recruitment, selection, orientation, on-boarding, career development and pathways, professional and leadership development/training, evaluation, and retention/recognition/reward strategies for all staff.
    • Evaluates and supervises District administrators and staff, as determined by the Superintendent. 
    • Takes a proactive role in identifying and responding to issues of interest to employees.
    • Facilitates the school code of conduct and disciplinary conduct review process for staff. Works closely with District administration on the annual staffing plan, and works with human resources staff to execute that plan.
    • Develops and administers the short-term and long-term staffing needs of the District.
    • Oversees the process of assigning licensed staff evaluations and coordinates the evaluation programs for all District support staff.
    • Keeps primary evaluators current with legal updates and best practices in evaluation. 
    • Maintains budget detail for all personnel programs.
    • Assists in the development and monitoring of the District budget including the collection and compiling of comparative data for salaries/benefits and the coordinated development of annual salary information. 
    • Works with the Payroll office in monitoring the District unemployment claims.  
    • Coordinates licensing requirements for licensed staff.
    • Develops and administers a program of personnel recordkeeping.
    • Serves as IMRF District representative and liaison with IMRF. 
    • Co-coordinates administrative professional development.
    • Assists with the coordination of District institute days for classified staff. 
    • Member of NWPA, IASPA and AASPA. 

     

    Language Skills:

     

    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from administrators, staff, and the general public.

     

    Mathematical Skills:

     

    Ability to calculate figures and amounts such as salary, benefit, and staffing budget estimates, proportions, percentages, and cost projections.  Ability to apply concepts of basic algebra and geometry. 

     

    Reasoning Ability:

     

    Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of verbal and written instructions and deal with multiple abstract and concrete variables.

     

    Contacts Outside Your Own Department:

     

    All school staff, school board members, school volunteers, students, and members of the public.

     

    Physical and Mental Demands:

     

    • While performing the duties of this job, the employee is regularly required to sit, stand, walk, talk or hear, and taste or smell.
    • The employee is regularly required to communicate with staff and others.
    • The employee is frequently required to use hands and/or fingers, handle, feel or operate objects, tools or controls.
    • The employee is frequently required to climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds.
    • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision,depth perception and ability to adjust focus.
    • Specific psychological demands of this job include the ability to remain calm under stress levels associated with job demands, along with constant contact with students, colleagues and the public.

     

    Working Conditions:

     

    • In the work environment, this role is regularly exposed to office environmental conditions. 
    • This role regularly works in the evenings or on weekends. 
    • The noise level in the work environment is usually moderate with regular exposure to loud classrooms, hallways, cafeterias or sports venues. 
    • The employee is regularly required to meet deadlines with severe time constraints and interact with the public and staff in addition to meeting multiple demands from several people.  The employee is frequently required to work irregular or extended work hours.

     

    Safety:

     

    As a part of the District workforce, this role is responsible for being aware of, modeling and contributing to the maintenance and implementation of all District safety policies and procedures.
