Introduction
Storm Water Services’ mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary
This position is part of the Storm Water Services Strategic Planning and Operations Division and is primarily responsible for ensuring that accurate and complete GIS data represents our storm water system.  This position performs technical work related to the development and maintenance of large-scale GIS databases within an enterprise Utility Network environment, and associated functions such as spatial analysis and reporting.  

Major Duties and Responsibilities
  • Support maintenance of asset data in a Utility Network environment.
  • Coordinate and monitor data entry from various data sources.
  • Perform quality review of data entered by junior staff.
  • Support field data collection efforts.
  • Develop and maintain models and/or scripts to automate data creation, quality control and/or analysis.
  • Develop, enhance, document, and maintain GIS and other technical procedures.
  • Provide guidance and training to junior staff and departmental GIS users.
  • Analyze data to support departmental staff.
  • Analyze and interpret civil construction plans, technical drawings, and specifications.
  • Research technologies that provide improved geospatial solutions.
  • Provide support to internal and external customers.
  • Prepare cartographic exhibits.
  • Perform other duties as assigned.
Other Requirements:
  • Provide own transportation, a dependable passenger vehicle.  
  • A valid driver’s license and good driving record with the ability to obtain and maintain a City Driving Permit.
  • Ability to work outdoors in adverse weather conditions and physically able to lift up to 50 lbs., walk at least two (2) miles per day (sometimes on rough terrain), stoop, bend, and climb.

Knowledge, Skills & Abilities
  • Intermediate proficiency with the ESRI ArcGIS application suite.  
  • Intermediate understanding of GIS principles and concepts including database structure, data management, analysis techniques and Global Positioning Systems.  
  • Experience with ESRI’s Utility Network data model within the ArcGIS Pro environment. 
  • Experience with Cityworks or other work and asset management system.
  • Strong understanding of storm water systems and terminology.
  • Advanced proficiency with Microsoft Office products.
  • Ability to interpret construction plans and technical drawings.
  • Ability to prioritize, plan, and support simultaneous tasks and GIS projects.
  • Experience with basic programming and query writing.
  • Excellent spatial ability and attention to detail.
  • Excellent verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with other employees, departments, City officials and the public.
  • Ability to work independently and as a member of a team.
  • Ability to diagnose and solve problems. 
  • Ability to communicate technical issues to individuals with varying degrees of technological understanding.
  • Ability to apply professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems, and make decisions without immediate supervisory review.

Preferred Qualification
  • Bachelor’s degree in Geography, Engineering, Computer Information Systems, or related field and three (3) years of relevant experience. 
  • Intermediate proficiency with the ESRI ArcGIS suite of products.  
  • Development experience with SDE, SQL Server, Python, or ModelBuilder.

Minimum Qualifications
High School Graduate or Equivalent and five years related work experience

OR

Associate’s Degree with three years related work experience

OR

Bachelor’s Degree and one year related work experience

Salary
$75,134.00 – $83,481.00 Commensurate with Experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
