ETHICS AND INTERNAL JUSTICE SERVICES VPU

The World Bank’s Ethics and Internal Justice Services Vice Presidency (EIJ VPU) is a newly created Vice Presidency within the World Bank Group (WBG) that brings together, under a single umbrella, the WBG’s approach to values, ethics and the resolution of workplace conflict.  The EIJ VPU’s vision is to foster a values-based workplace culture and help staff uphold the WBG’s ethical standards.  EIJ provides an integrated, empathetic, and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG’s mission.  EIJ’s work covers each of the five WBG institutions. 

 

The Vice Presidency has recently been organized as follows:

 

1.     Ethics Advice and Early Interventions Department, which consists of:

·       Advisory, Training & Values (ATV) – responsible for the Core Values and the Code of Ethics and associated rules; manages all training and outreach on behalf of the VPU; provides advice and guidance on the Code, with specific focus on conflicts of interest; and manages the Bank’s Declarations of Interest program;

·       Anti-Harassment and Anti-Discrimination (AHAD) comprising the Anti-Harassment Coordinator’s Office, and the Race Equity Office.

        The Anti-Harassment Coordinator (AHC) – addresses reports of harassment, and sexual harassment, exploitation and abuse; provides guidance to management on preventing and addressing such behaviors; and

        The Race Equity Office (REO) – acts as the focal point for the WBG for addressing reports of workplace racism and racial discrimination, at both the individual and systemic levels.

2.     Mediation and Formal Reviews Department, which consists of:

·     Mediation Services (MEF) offers a confidential conflict resolution process for staff to resolve workplace issues with the assistance of a neutral third-party.  MEF also provides team building and team facilitation services;

·     Peer Review Services (PRS) provides an independent review by a panel of peers of managerial decisions, actions or inactions (not related to performance management) affecting a staff member;

·     Performance Management Review (PMR) provides an independent appellate review of performance management-related decisions; and

·     Investigations (INV) conducts independent fact-finding investigations of allegations of staff misconduct. 

3.     Ombuds Services, which offers staff a confidential off the record, impartial and informal venue to discuss any workplace issues, and alerts management to systemic trends.

4.     Client Services which consists of:

·       EIJ Navigator – a centralized intake function to assist staff with their concerns by pairing them with the appropriate channel within the EIJ VPU to resolve their concerns efficiently and expediently.

·       Respectful Workplace Advisors (RWAs)comprising staff selected by their peers, RWAs act as a confidential sounding board for staff and a source of information about EIJ services.

5.     The EIJ Front Office which consists of:

·       Core Servicesproviding cohesive administrative support across the VPU; and

·       Communications – providing internal and external communications relating to the VPU.

 

Senior Ethics & Internal Justice Assistant

The Ethics & Internal Justice Services VPU is seeking to recruit a senior assistant. The selected candidate will primarily support the Front Office, Core Services, but will also support other team members, and be responsible for various office administration tasks. The position reports to the Head, Front Office and may take on other tasks and responsibilities as needed at the direction of the Head, Front Office. 

 

DUTIES AND RESPONSIBILITIES

 ·       To provide centralized and cross-cutting administrative support to Front Office, Core Services, by ensuring smooth day-to-day corporate operations of the VPU;

·       Ensuring that a systematic approach to corporate procurement is maintained (including the centralization of purchase orders and vendor contracts);

·       Identifying and resolving diverse accounting and administrative transactional issues as they arise;

·       Overseeing the centralization of ordering and storing of office supplies;

·       Ensuring a centralized approach to job hirings, by maintaining listings of TORs and liaising with HR on the recruitment process of all contracts;

·       Preparing and distributing communications notifying candidates who have been short-listed and scheduling interviews;

·       Preparing and distributing materials for short-listing committee and interview panel members as needed, and coordinating the administration of practical exercises (as required as part of the interview process);

·       Ensuring that office-space allocation across the VPU is coordinated with GCS, and overseeing associated logistical arrangements (such as IT coordination);

·       Issuing FOBs and office keys, and liaising with building management as required for the EIJ suite’s secure entry systems;

·       Handling sensitive information with the utmost discretion and maintaining the confidentiality of all communications and documents. 

·       Proactively identifying areas for improving administrative processes and taking initiative to streamline tasks and enhance office efficiency.

·       Providing support on VPU-wide events, including retreat coordination and logistical support;

·       Liaising with A-D counterparts within the VPU to ensure that a coordinated approach to administrative tasks is undertaken and maintained.

Selection Criteria

It is envisaged that the Senior Ethics &
Internal Justice Assistant would preferably have either a Bachelor’s degree, or
equivalent combination
of education and experience.

The successful candidate will also have:

1. A minimum of five years’ experience in the World Bank Group

2. Experience of working in a Program Assistant role at the World Bank or any other similar organizations.

3. Hands-on experience with complex event planning, service procurement, transaction processing and implementation.

4. Track record of teamwork in multi-cultural environments and ability to produce high-quality results and outputs with limited supervision.

5. Very strong organizational skills, attention to detail, and ability to manage multiple tasks at the same time under tight deadlines.  

6. Proficiency in Microsoft Windows applications, such as Excel, Word and PowerPoint,

7. Knowledge of administrative and HR functions in WBG, including SAP.

8. Experience with organizing and maintaining complex information systems and demonstrated ability to facilitate knowledge sharing.  Experience with working on analytic or research type of activities is preferred. 

9. Excellent interpersonal skills with the ability to collaborate and interact with staff at all levels. 

10. High degree of discretion in dealing with internal and external clients, staff, and managers at all levels, and in handling confidential and sensitive information. 

11. Excellent organizational skills and oral and written communication skills in English. 

12. Client-focused, excellent team player and demonstrated ability to work independently as well as in a team environment.
